There are no non-stop flights from Hong Kong (HKG) to Paro (PBH), Bhutan’s only international airport. You’ll connect through one of these hubs, both served by Bhutan’s two national carriers, Drukair and Bhutan Airlines:
- Via Bangkok (BKK) — the most popular route. Cathay Pacific or Thai Airways to Bangkok, then Drukair/Bhutan Airlines onward to Paro. Total travel time is roughly 6–7 hours including the connection.
- Via Kathmandu (KTM) — good if you want to combine Bhutan with Nepal. Fly Hong Kong–Kathmandu, then Drukair to Paro.
- Via Kolkata or Delhi (India) or Dhaka (Bangladesh) — alternative options with fewer weekly flights.
Some seasonal charter flights between Hong Kong and Paro have also been offered by Bhutan Airlines, but these aren’t reliable year-round options, so plan around the Bangkok or Kathmandu routing. Paro’s approach through the Himalayan valley is one of the most scenic — and technically demanding — landings anywhere, so flights operate in daylight only and are weather-dependent, especially during the monsoon (June–August).

Visa requirements & the Sustainable Development Fee
All tourists (except Indian, Bangladeshi, and Maldivian nationals) need a pre-approved visa — there is no visa-on-arrival. Since visas can only be arranged through a licensed Bhutanese tour operator, you cannot apply independently.
- Visa fee: USD 40, one-time, non-refundable
- Process: your tour operator submits your passport scan and itinerary to the Tourism Council of Bhutan; approval typically takes about a week
- On arrival: the operator sends you an e-visa clearance letter to carry; the actual visa stamp goes into your passport at Paro airport
Hong Kong SAR passport holders: most licensed operators now process e-visas for HKSAR and BN(O) passport holders without issue, though a few older sources note historical restrictions tied to the absence of formal China–Bhutan diplomatic relations. Given the inconsistency, confirm eligibility directly with your chosen operator before booking flights.
Sustainable Development Fee
Bhutan’s signature “High Value, Low Volume” policy charges every international tourist a Sustainable Development Fee of USD 100 per person, per night (valid through August 2027). This is separate from your visa fee and separate from your tour costs (hotels, meals, guide, transport).
- Children aged 6–11: 50% discount (USD 50/night)
